There were a couple reasons finding this cycle was tough. This last game meant that the Saints with their 6 other wins couldn't be used anywhere else in the cycle. Also there were a couple ties this year. Specifically the Packer's vs Vikings tie made things tough because they haven't played their second game yet. Lastly there were several division rivals with BOTH games in November and December. Cowboys and Eagles have yet to play. Bills and Dolphins have yet to play. Lions and Bears have yet to play. And the list goes on. This makes finding a parity cycle much harder, because often these pairs will split those two game which opens up many more combinations to link them to other teams. And even if only one of the games has been played there is typically parity within each division that can easily chain together.

The 2017 NFL Paraity Cycle Died on New Years Eve!
